Before expanding
Aim for full trainset allocation, a usable spare, no urgent maintenance and stable satisfaction on the existing network. Expansion magnifies weaknesses as quickly as it magnifies revenue.
Operator tip
The best time to open a new route is when the current network feels uneventful. Operational calm is spare management capacity.
